Pre-screen marketing lists must be used in "Pre-Qualified" or "Pre-Selected" firm offer type promotions. Modeled or aggregated data can be based on household scores or multiple individuals residing in a Zip+4 area. Modeled data can only be used in "Invitations to Apply" applications. Be careful as some companies offering credit data may be promoting modeled credit data. Mail pieces must contain specific language based on the type of data used. Be sure you understand what data you are purchasing and incorporate the appropriate verbiage in to your mail piece or script. 5. Who can use prescreen marketing lists and why is the mail piece disclaimer important?

The Federal Trade Commission has issued very specific guidelines for pre-screen marketing data usage. Mail pieces and scripts under the FCRA (Fair Credit Reporting Act) must contain a firm offer of credit, Opt out language, the terms of the offer to be displayed in certain font types and in specific locations. A firm offer of credit includes the verbiage you are "pre-selected or pre-qualified" and should only be used in conjunction with pre-screen credit marketing data. Certain business providers such as a mortgage brokers or lenders, automotive dealerships and insurance companies qualify to use pre-screen marketing lists. This verbiage cannot be used with modeled or public records data such as Bankruptcy data. DML will provide guidance and make this process easy however, it is very important to follow these guidelines as companies have faced legal prosecution for violating FCRA laws.

6. What type of address verification is used to ensure deliverability?

DML lists are processed through a double verification process starting with the bureau or public records address and then processed against the NCOA (Nat’l Change of Address) to pick up new movers; and CASS Certify all addresses to insure deliverability. Each list order includes a CASS report and NCOA deliverability report. The CASS™ system improves the accuracy of carrier route, five-digit ZIP®, ZIP+4®, and delivery point codes that appear on mail pieces.

7. What is a SAN and why do I need it?
